Prince Charles delivers Queen’s Speech for the first time

The ceremony, held in the spring of or after a national election , embodies the centuries-old division of powers between the Crown, the elected House of Commons, the House of Lords and the Judiciary.

The monarch dons his robe of state before leading a procession to the Upper Chamber, where they officially begin a new session of Parliament and reads a speech written by the government outlining its legislative plans.

She reads the document in a formal and neutral tone to avoid jeglic avoiding hes feeling of approval or disapproval of the policy, an approach also taken by her son on Tuesday flanked, addressed lawmakers and lords dressed in red ceremonial robes.

The Queen has only missed the opportunity twice during her 70-year reign – in 1959 and 1963, when she was with the sons Andrew and Edward were pregnant.

In order to authorize Charles and William to perform the role on her, the Queen had to issue a Letters Patent. A source at the Palace said Elizabeth has not delegated any other functions.

The Queen is expected to appear next in public during four days of celebrations in June to mark her Platinum Jubilee.

< p>Buckingham Palace said last week they plan to attend most major events during the celebrations, but their attendance will not be confirmed until that day.
