Uhuru names 142 to head state agencies in last set of appointments

Less than three weeks before the general elections that mark the end of his term, President Kenyatta has made 142 appointments to the boards of various government agencies.

The appointments are included in the latest issue of the Kenya Gazette, published on July 8th. Although within the framework of the law, the timing of the appointment so close to the end of his term raises eyebrows.

They are also notable for the fact that, unlike others before them, they do not consist primarily of defeated politicians, who often resort to such appointments when they fail to win political seats. These include appointments to the councils of various public universities that have operated without an adequate composition of key decision-making bodies.

The appointments mean that the new president will have few appointments to do with allies passing by the wayside. Most appointments run for three years, which means that the new President will need to work alongside Mr. Kenyatta’s appointments.

Notable appointments include that of Prof. Karuti Kanyinga, who will serve as Chair of the Universities Funding Board was appointed trustee for three years. The appointment was made public by Cabinet Secretary for Education George Magoha, who also appointed Mercy Karogo, former head of the Kenya National Examinations Council (Knec), as Council Chair for the Kenya Education Management Institute. Felix Odimmasi and Joyce Wanjiru Kanja have been appointed as members of the Council.

Mr Kenyatta has also appointed Prof. Julius O Nyabundi as Chair of the Knec for a four-year term. He takes over from Dr. John Onsati. The Board of New Kenya Co-operative Creameries will have Anthony Lan Njoroge Mutugi as its new Chair for the next three years.

Other appointments include Joanne M. Yelbert (Kenya Tourism Board), Nelson Ndirangu (Competition Authority) , Mohammed Amin Sheikh (Insurance Regulatory Authority), Stephen Kuria (Mineral Rights Board) and Eric Mungai (National Environmental Management Authority).

National Treasury CS Ukur Yatani appointed Abdirahin H. Abdi as Chair of the Retirement Benefits Authority . Mr Yatani re-appointed Richard Kiplagat as Chairman of the Unclaimed Financial Assets Authority and Dennis Aroka as a Board Member of Kenya Railways Corporation.

Former CMC Holdings CEO Bill Lay has been appointed Chairman of the Board of Trustees of the Trust Fund of the Water Sector with Mbatia Kimani, Kevin O Opiyo, Musa Ndeto and Dr. Mary Wambui as members.

The University of Nairobi Council will be chaired by Prof. Miriam Were for the next three years, Prof. Julia Ojiambo takes over. Another veteran academic, Prof. Shem Wandiga, has been appointed Chair of the Council of Jaramogi Oginga Odinga University of Science and Technology for a three-year term.

Other significant appointments include Hassan M. Reche (New Kenya Planters Cooperative Union ) Hellen Nangithia (Nyayo Tea Zones Development Corporation), Njoroge Kagwe (Pest Control Products Board), Feisal Abass (Privatization Commission) and Elijah Njore (Water Services Regulatory Board). Agriculture CS Peter Munya re-elected Beatrice M. Kimemia as Chair of the Co-operative Tribunal for a further three years. He also appointed Danson Ngaari Mwangi as Chairman of the Board of Trustees of the Commodities Fund and George Murathe as Chairman of the Sacco Societies Regulatory Authority (SASRA). Virginia Wamuyu Kimani appointed Chair of the Council of Alupe University College while Prof. Simon Mitema is the new Chair of the Council of Bomet University College. Former UoN Vice Chancellor Isaac Meroka Mbeche is the new Chair of the Council of Taita Taveta University.

Other Chairs of the University Councils are Dr. Christopher Gatama Gakahu (Machakos University), Dr. Risely Kavu Ngala (Koitalel Samoei University College). ), dr Timothy Mwangi Kiruhi (Tharaka University College) and Idle Omar Farah (Technical University of Kenya). The appointment of Dr. Halima Saado, the Chair, was resigned in the Gazette notice.

Kenya Technical Trainers Technical College Council has new members with Dennis Awori, Chair, and Veronica Birgen, Shehelmith Mugoh, Gideon Murenga, Zachary Ooko and Phyllis EN Wangwe members.

Dr. Paul Kimutai Murgor, Christine Jepchirchir Tomno, Antonio Musyoka David, Veronica Wangari and Dr. Obudho Samuel Omondi are the new members of the Eldoret National Polytechnic Council. Stellah I. Onyiego and Michael Mutembei Kibutha as board members of the Kenya Institute of Mass Communication.

John King’ori Wahome has been appointed to the Kenya Broadcasting Corporation while Stephen K. Cheboi and Timothy Muasya Kitenge will join the Kenya Yearbook Board become.
