Police Minister Bheki Cele says an 11-strong detective team is investigating the killings at a tavern in Soweto.
The minister said 137 spent cartridges were found at the scene of the weekend massacre.
He revealed this after receiving a briefing from Orlando East police, saying police are looking for five suspects.
During a community engagement Monday, Cele heard concerns about crime in the area from residents in Nomzamo, Diepkloof and Orlando.
“It was such brutality,” Cele told the crowd.
The high number of shots meant the killers had to reload in the middle of the carnage, he said.
“These people came to kill and to destroy. We don’t know their motives, but I guarantee we will find them.”
